Allows a Teams app to read, install, upgrade, and uninstall all tabs for any user, without a signed-in user.

Select your app → API permissions → Add a permission → Microsoft Graph

Choose Application permissions and search for TeamsTab.ReadWriteForUser.All

Application permissions always require admin consent.
